Abstract

Transformasi digital telah mengubah cara pemerintah beroperasi dan menjadi topik riset yang berkembang pesat, khususnya sejak diberlakukannya Sistem Pemerintahan Berbasis Elektronik (SPBE) di Indonesia. Konferensi International Conference on Computer, Control, Informatics and Its Applications (IC3INA) merekam perkembangan tersebut, namun pemetaannya belum diperbarui hingga tahun terkini. Penelitian ini bertujuan memetakan struktur dan evolusi tematik riset pemerintahan digital pada prosiding IC3INA periode 2013–2025 guna mendukung penyusunan agenda riset nasional. Analisis bibliometrika dan tematik gaya bibliometrix direplikasi menggunakan bahasa Python, mencakup produksi tahunan, produktivitas penulis (hukum Lotka), jaringan ko-penulis, ko-okurensi kata kunci, dan pemetaan tematik sentralitas–densitas Callon. Subset pemerintahan digital diidentifikasi melalui prosedur dua tahap, yaitu penyaringan leksikon domain pada judul, abstrak, dan kata kunci, dilanjutkan telaah manual independen oleh dua penulis dengan penyelesaian melalui konsensus. Dari 527 artikel, sebanyak 22 artikel (4,2%) teridentifikasi terkait pemerintahan digital. Korpus bersifat kolaboratif (indeks ko-penulisan 4,11; 3,84 penulis per artikel) dengan distribusi produktivitas mengikuti hukum Lotka (eksponen α = 2,85). Produksi memuncak pada 2024 (84 artikel) dan struktur tematiknya (11 tema) didominasi kecerdasan artifisial dan pembelajaran mesin pada kuadran motor themes, sedangkan pemerintahan digital merupakan tema niche kecil namun tumbuh, memuncak pada 2018 seiring Perpres SPBE dan kembali meningkat pada 2023–2025 dengan tema dominan kebijakan, layanan publik, tata kelola data, dan evaluasi sistem informasi pemerintah. Temuan ini menjadi rujukan bagi peneliti, penyelenggara IC3INA, dan penyusunan peta jalan riset pemerintahan digital Indonesia.
